The African Ministerial Summit on Telecommunications, held this week in Algiers as part of the “Global Africa Tech” event, resulted in the adoption of the Algiers Declaration on African telecommunications sovereignty for the 2026–2030 period, the Ministry of Post and Telecommunications announced on Wednesday.
Chaired by Minister Sid Ali Zerrouki, this high-level summit brought together ministers and officials from several countries across the continent, as well as representatives of regional and international organizations, regulatory authorities, and development finance institutions. Discussions focused on digital sovereignty and integrated connectivity, considered essential drivers of continental integration.
According to the ministry’s statement, the adopted declaration constitutes “a unifying continental policy document,” structured around fourteen articles establishing commitments in areas such as connectivity, protection of critical digital infrastructure, data sovereignty, and human capital development, in line with the Sustainable Development Goals and the African Union’s Agenda 2063.
This roadmap includes the development of data centers, Internet exchange points, and sovereign cloud solutions on African soil, as well as strengthening cybersecurity. A general secretariat will be created to coordinate implementation among member countries.
Mr. Zerrouki emphasized that Algeria offers “a genuine continental model of joint action,” based on the interoperability of the continent’s terrestrial, maritime, and space infrastructures.
Participants agreed to submit this declaration to the next African Union summit for adoption.
